In the early 1950s and beyond, in fact throughout the Cold War period, local authorities were required to make provision for emergency facilities in their area of responsibility – essentially control and communications. To begin with it was organised geographically along similar lines to that of the WW2 ARP (subsequently Civil Defence). Wheatley was the centre for both the Bullingdon Rural District Council and Thame Urban District Council prior to the 1974 boundary changes. These facilities were invariably quite large, below ground-level, at least in part, and often referred to as ‘bunkers’. Sometimes the basement of a suitable building was converted for the purpose.
    My reason for contacting the Wheatley Society is an attempt to establish whether there was such a facility in or near the village which fulfilled the requirements for both Councils, prior to the formation of South Oxford District Council, when a new facility was built at Crowmarsh.
